Bighorn Sighting in Northern Virgina

Saw a Bighorn on I-95 North at mile marker 160 this morning around 7:30. Couldn't make out the tow vehicle brand as I was in the HOV lanes and the concrete barrier was too high, but it was white. As is usually the case on that stretch of highway during "rush hour", they weren't moving very much. If you read this, hope you made it through the daily mess.

So why do we call it Rush Hour when the traffic is barely moving?
