Hitch height assistance

I have the Hensley arrow hitch, they sent me a 4" rise. When using it I am 1-3/4" high in the front (running the toy hauler empty and measuring the frame of the trailer)

If I switch out to a 2" rise I will be a bit low in the front, any suggestions on my best option?
 
In my opinion I would rather be high in the front to keep more pressure on the drive wheels. But I would load the toy hauler up with a normal load and recheck it.

A more level configuration reduces the tendancy to jack knife.
