Generally speaking, it IS legal to drive with propane on.
There are specific restrictions. Propane and power must be off when fueling. Propane must be off when driving through most tunnels and other restricted areas. These will be marked and warning will be given, though sometimes it is easy to miss.
If you approach the Baltimore Harbor tunnel, you have about 5 seconds to pull off into the supplied area to turn off the propane once you see the sign. Impossible to make without knowing beforehand. There are also restrictions on how much propane you are carrying.
