Hi RamIt,
You probably have city water making its way backwards through the water pump. For an illustrated explanation and solutions, take a look at pages 10-11 of our owner-written Water Systems Guide.
The water pump has an internal check-valve that is supposed to ensure that water only goes one direction through the pump. If crud gets into the valve, it can stick partially open, allowing city water to run the wrong way through the pump, filling the fresh tank(s).

Thank you Dan,
That is along the way I was thinking. I thought maybe the selector valve for city water and fresh water may be letting it bleed over but I like the pump idea better. I will look at the water systems guide as well. Thank you for your help.
