RV rooftop air conditioners do not have the ports to "top off" the refrigerant.
If the refrigerant is low then there must be a leak somewhere. The technician would have to add the ports and identify and repair the leak. If that's even possible.
Bottom line, replace it.

I have repaired a couple dropped sinks.

Two years ago I used some Dicor caulk. It took weeks before it started to set up.. No mineral spirits involved.
Dicor said give it time. Not what I wanted to hear.

Under the slide somewhere on the coach frame you will find an electrical box.
Open it and check the wire nuts.
Be certain to unplug from shore power and turn off your generator if you have one.

What year and brand is your rig?
If you have a fifth wheel then the converter is normally located behind the wall of your pass through storage compartment.
If you can hear it you should be able to locate it.
You may just have a bad battery and the converter is trying...
Since the breakaway plug is out of the switch I would say yes your trailer brakes should be locked.
Your brake light could be on based on the frayed umbilical cord.
So my guess is that you will need a new umbilical cord and breakaway switch.

The outside receptacles are normally tied in with the bathroom GFI. Did you reset the bathroom GFI? If it's working then you might want to pull the outside receptacle and check wires.
And don't rely on a visual when...
Consider checking the flex heat ducts. Make sure they are securely connected at both the furnace plenum and the for register.
Also inspect the run for any rodent damage.
