Sound like the fridge is a little colder than 35*. I would check it with a thermometer, the thermostat in the fridge could be off. If you have a temp gun, check different areas in the fridge.

Also, any water in the fresh water tank will cause a condensation problem in the belly area. Water will collect on the outside of the tank. When I re-installed my fresh tank, the only evidence of water, was under the tank, and no leaks.

Try using mineral spirits on a rag, damp not soaking wet. Mineral spirits is a very mild solvent and should just wipe the residue off.
